You have to be careful about the paint and products that went into their construction (lead, other heavy metals like in keys, specially treated plastics to withstand heat or chemicals, etc).
Parts to baby-toys make the safest off-the-shelf bird toys because the paint and materials have been proven safe. I found a website dedicated to making your own toys. I find it and update this answer.
